Energy Planning and Inventory Commission
Created by the 2024 Kentucky General Assembly, the Energy Planning and Inventory Commission (EPIC) is charged with reviewing power plant retirement decisions. By statute, EPIC is housed and “administratively attached” to the University of Kentucky Center for Applied Energy Research.
The Commission seeks to review the adequacy of existing and future electric generation and future electric demand as well as the continued operation, retirement, divestiture, or other major action impacting any generating unit.
EPIC will seek to ensure the adequacy of the Commonwealth’s energy supply, including but not limited to:
- Projected power demand and growth in demand
- The economic impact of energy production and consumption
- The Kentucky energy grid’s response to severe weather events
- Land use impacts from power generation
- Local economic impacts resulting from the closure of electric generating resources
- Alternatives to decommissioning electric generating resources exist
